A single loud beeeep means you have no functioning video adapter. As far as the sound card not work, is it recognized as an unknown device in device manager?
If it is reinstall the drivers for it.
If it's shown there, but shown as not functioning, do the same. If nothing resolves the issue you have a dead card.
